BE IT RESOLVED THAT the presentation by Durham Region Legal Services with respect to Durham Region Legal Services Update be received for information.

BE IT RESOLVED THAT Committee of the Whole recommendations, as listed, from the October 10 and October 23, 2023 meetings be adopted.

BE IT RESOLVED THAT Council adopts the following minutes: Committee of the Whole - September 25, 2023 Committee of the Whole - Closed - September 25, 2023 Council - September 25, 2023 Committee of the Whole - October 10, 2023 Committee of the Whole - Closed - October 10, 2023 AND THAT Council receives the following minutes: Wilfrid Hall Community Association - June 20, 2023 Brock Accessibility Advisory Committee (BAAC) - June 27, 2023 Tourism Advisory Committee (BTAC) - September 14, 2023

BE IT RESOLVED THAT the items listed in Section 12 Correspondence be approved save and except communication number 630/23.

BE IT RESOLVED THAT Communication Number 630/23, Fish Hut Lease Renewal - Floyd Hales Fish Huts, submitted by Bill Vieveen of Floyd Hales Fish Huts be received; and THAT Council approve the continuation of Floyd Hales Fish Huts Lease at the west side of the Beaverton Harbour Park for the months of January 2024 - March 2024; and THAT the Mayor and Clerk are hereby authorized to enter into an agreement with Floyd Hales Fish Huts for the Floyd Hales Fish Huts Lease.

WHEREAS in 2009 the Government of Ontario released its Lake Simcoe Protection Plan, which called for Lake Simcoe’s phosphorus pollution to be reduced by 50% to 44 tonnes per year to protect our cold-water fishery and to prevent excessive weed growth and algae blooms; and WHEREAS the Government of Ontario has still not funded or implemented a plan to reduce Lake Simcoe’s phosphorus pollution to 44 tonnes per year; and WHEREAS Lake Simcoe’s phosphorus pollution has risen by 26% between 2015 and 2020 relative to its 2009 level. BE IT THEREFORE RESOLVED THAT the Council of the Township of Brock requests the Government of Ontario to fund and implement a plan to reduce Lake Simcoe’s phosphorus pollution to 44 tonnes per year with a target date of 2030; and THAT a copy of this resolution be sent to the Honorable Andrea Khanjin, Minister of the Environment, Conservation and Parks; and all Lake Simcoe watershed MPPS and municipalities.

WHEREAS Section 268 of the Municipal Act, S.O. 2001, as amended, permits the Council of a lower-tier municipality to appoint one of its members as an alternate to act in the place of the Mayor or Regional Councillor who are unable to attend a meeting of Regional Council; and WHEREAS The Council of the Township of Brock deems it prudent to make such an appointment BE IT THEREFORE RESOLVED THAT as per Section 268(1) of the Municipal Act, the Township of Brock, hereby appoints Councillor Cria Pettingill as the alternate member to Durham Regional Council, to act in place of the Mayor and/or Regional Councillor, when either is unable to attend a meeting of Regional Council for any reason.

BE IT RESOLVED THAT By-laws 3216-2023, 3217-2023, 3218-2023, 3219-2023 and By-law 3221-2023 be taken as read, enacted and signed by the Mayor and Municipal Clerk.

BE IT RESOLVED THAT By-law Number 3220-2023, being a By-law to confirm the proceedings of the Council of the Corporation of the Township of Brock at its meeting held on October 23, 2023 be taken as read, enacted and signed by the Deputy Mayor and Clerk/Deputy CAO.

BE IT RESOLVED THAT the meeting of Council adjourn at this time 6:37 p.m.
