BE IT RESOLVED THAT Communication No. 1337/21 regarding Item 7.3 Parking Provisions Zoning By-law Amendment submitted by Mark Jacobs Biglieri Group, be received for information.

BE IT RESOLVED THAT Council proceed into a Closed Meeting of Municipal Council at 2:45 p.m. to discuss the following matters: to discuss labour relations or employee negotiations pursuant to Section 239 (2)(d) of the Municipal Act with respect to the Pay Equity Study to discuss litigation or potential litigation, including matters before administrative tribunals, affecting the municipality or local board; pursuant to Section 239(2)(e) and advice that is subject to solicitor-client privilege, including communications necessary for that purpose, pursuant to Section 239(2)(f) of the Municipal Act with respect to Beaverton Supportive Housing.

BE IT RESOLVED THAT Council rise & report from Closed Meeting of Municipal Council at 4:54 p.m.; and, THAT Council endorse all direction provided to staff, at the Closed Meeting of Municipal Council held on November 15, 2021.

BE IT RESOLVED THAT Report 2021-GG-011 be received for information, and THAT the 2022 Meeting Schedule of Council as attached in Appendix 1 be adopted, and THAT staff be directed to bring forward the required amendments to Procedural By-law.

BE IT RESOLVED THAT Report 2021-FI-012 be received for information; and, THAT the Development Charge Interest Policy included in Attachment 1 of the report be approved; and, THAT a letter be sent to the Ministry of Municipal Affairs & Housing and other pertinent ministries expressing disappointment with this policy noting that the Township does not want to act as banker as it places a burden on the Township and taxpayers.

That Council receive and approve report 2021-PCA-026 and that Council endorse Zoning By-law Amendment 3082-2021 to be approved at the November 22, 2021 session of Council.

BE IT RESOLVED THAT communication number 1323/21 submitted by Kaik Bharucha regarding Petition re application by CBM to expand pit onto RU zoned current lands at Part Lots 7 & 8, Concession 2, Brock Township be received; and THAT communication number 1324/21 submitted by Rens & Anja Kooistra regarding Proposal new gravel pit be received; and THAT communication number 1332/21 submitted by Ian Adams regarding Application by CBM under Aggregates Resources Act to expand Sunderland Pit be received; and, THAT Council direct staff to forward the above noted communications to the Ministry of Natural Resources and the Region of Durham Planning Department for consideration.

BE IT RESOLVED THAT By-law Number 3086-2021, being a By-law to confirm the proceedings of the Council of the Corporation of the Township of Brock at its meeting held on November 15, 2021, be taken as read, enacted and signed by the Mayor and Clerk/Deputy CAO.
