That Committee of the Whole proceed with the process to declare the lands as surplus subject to an agreement between the interested party to post a deposit to initiate the process.

That Committee of the Whole Resolution 44-6, Report 2021-GG-05, be

That committee approve report 2021-PCA-09, including Attachment 4: Draft Plan Conditions, as Brock's formal response to the Region of Durham regarding the application for plan of subdivision (File No. S-B-2017-02); and, That the Committee endorse Attachment 5: Zoning By-law Amendment 3019-2021 for approval at the May 31, 2021 session of Council.

That Committee endorse Report 2021-PCA-10 and recommend the approval of Zoning By-law Amendment 3038-2021 at the May 31, 2021 meeting of Council.

That the resolution be amended to direct staff to investigate an Interim Control By-law or a moratorium to limit the loads of fill into the municipality to 100 loads on any single property.

That Committee approve the recommendations as contained within report 2021-PCA-16 Site Alteration By-law update; and, That the resolution be amended to direct staff to investigate an Interim Control By-law or a moratorium to limit the loads of fill into the municipality to 100 loads on any single property.

That the items listed under Section 12, Correspondence be approved save and except item number 12.17 (communication #631)
